Dehradun: Several discrepancies have been noticed in data of ration card holders in the state, according to a recent Comptroller Auditor General (CAG) report which was tabled in the Assembly on Tuesday. Factual inconsistencies – such as multiple ration cards with same voter IDs and same Aadhaar card numbers along with missing income details – have emerged.
The report further revealed that following scrutiny of data several individuals did not have any unique identification field for ensuring the “proper records and lack of duplication”.
Moreover, at least 26.26 lakh ineligible beneficiaries were reportedly weeded out after digitization of ration cards, the report stated.
The auditors also took note that the same Aadhaar numbers were linked with 573 ration card holders while 15,729 ration cards were linked with the same voters’ IDs. Income details in 1,82,515 out of 13,21,000 ration cards were not mentioned. The report observed that neither the input control and validation checks were applied nor authentic documents – such as voter ID, BPL ID and Aadhaar – were obtained from the applicants while digitizing data.
The food and civil supply department, therefore, failed to ensure the reliability and authenticity of data, the report stated. Furthermore, when the CAG shared the observation with the department, input controls and validation checks were strengthened and Aadhaar card figures were being verified by UIDAI.
The fair price shop automation under ‘end-to-end computerization’ scheme was not implemented even after lapse of four to five years and the procedure for identification of eligible households to be covered under the National Food Security Act was not followed which led to the inclusion of ineligible beneficiaries, according to the CAG report.
