VIENNA — The city of Vienna is looking to solve some stormwater issues residents have been bringing to their attention.
The city has enlisted the assistance of Burges and Niples to complete a study for the Stormwater Master Plan to help figure out where the issues lie, what causes them and how to best fix the problem.
This plan was discussed at length by the Vienna Utility Board on Friday. The board is relying on community input for the best results. Mayor Randy Rapp said hearing back from the community is a very important step in the project.
There will be a survey available, the city hopes by the end of next week, online for residents to access. Further down the line, printed copies will be made available to the public as well, he said.
The survey asks questions such as: “Has flooding or drainage been a problem in the vicinity of your home, on your property or in your storage building”; multiple choice options of issues residents may see with the drainage system like corroded pipes, blockages or sink holes, etc.; and if streets become flooded during storms. There will be spaces provided to go into detail on each issue seen.
This is part of a list of tasks the city plans to complete, budgeted under “Miscellaneous Engineering services” that has already been budgeted for and pre-planned by the city.
Other projects include the Central Boaz PSD Master Meter, creating a Stormwater Master Plan, conducting a wastewater study, dredging Pond Run, provide a report update of the water system, and conduct a risk and resiliency assessment. An update on all tasks was provided at Friday’s meeting, and one will be provided monthly.

During the last month the city was able to:
* Central Boaz PSD Master Meter: Meet with Vienna Utility Board to review draft plans.
* Creating a Stormwater Master Plan: Prepare a draft questionnaire for distribution to residents.
* Conducting a wastewater study: Met with sewer TV crew, has started reviewing sewer videos and started performing flow metering calculations for sewers along Pond Run.
* Dredging Pond Run: Set control along Pond Run and started a survey along Pond Run.
* Report update of the Water System: Prepare a summary of information needed from VUB related to current status of the water system, conduct a meeting to review water system objectives and receive and start a review of the water system information.
* Conduct a risk and resiliency assessment: loaded site survey into the GIS Survey 123 app.
Within the next month the city plans to accomplish:
* Central Boaz PSD Master Meter: Submit plans to the West Virginia Department of Highways.
* Creating a Stormwater Master Plan: Prepare to distribute the questionnaire to residents.
* Conducting a wastewater study: Finalize review of sewer videos, prepare a list of sewers requiring rehabilitation, finalize a flow study of Pond Run sewers, meet to discuss results and prepare a draft technical memorandum and submit it to the utility board.
* Dredging Pond Run: Continue to survey along Pond Run, set control for Greenmont dry ponds and begin a survey of Greenmont dry ponds.
* Report update of the Water System: Schedule and conduct a field meeting to review facilities.
* Conduct a risk and resiliency assessment: Schedule and conduct a physical security assessment in field.
In other business conducted at Friday’s meeting:
* There was a Utility Board Budget Revision #1. The funds are being moved internally to cover extra costs for the Stormwater, Water, and Sewer budgets — Revisions to cover an engineering study, increased costs for cleaning and sanitizing and computer maintenance.
* Stormwater: $150,000 (all budgeted funds in this account) was moved from the account “Collecting System Capital Outlay” to the account “Supervision and Engineering Professional Services.” The new balance for “Supervision and Engineering Professional Services” is $166,000.
* Water: $98,700 was moved from the account “Misc Capital Improvements” (leaving $30,650 in the account). This was split between two other accounts, $25,500 to “Admin and General Outside Services” (now at $44,000) and $73,200 to “Admin and General Special Services” (now at $73,200).
* Sewer: $41,000 was moved from the account “Capital Projects” (leaving $29,350 in the account) and split between two accounts. $10,000 went to “Admin and General Outside Services” (now at $28,500) and $31,000 to “Admin and General Engineering” (now at $33,750).
* The city reimbursed a resident $1,284 for a sewer blockage the city was responsible to fix, but the resident spent trying to drain his basement.
Announcements or comments from the meeting:
* Next meeting there will be a discussion on new EPA regulations for lead and copper.
* Compliments were given to the city workers for keeping streets plowed and clean from snow, ice and slush.
* The city is still waiting on the storm water management permit from the Division of Environmental Protection they are behind on being administered.
