Four out of five disability workers say the National Disability Insurance Scheme has been a negative experience for them, a survey reveals.

About one quarter of the workers believed the scheme provided quality support for participants, the survey released on Monday says.

More than 2300 disability workers took part in the research report by the UNSW Social Policy Research Centre.

Among the findings, the survey says workforce conditions under the NDIS undermined the capacity to support people with disability.

Working time arrangements contributed to most concern for workers with half working less than full-time across multiple jobs.

Among the findings, workers reported doing vital tasks in unpaid time and had unstable rostering arrangements.

Low pay rates and significant periods of unpaid work added to the woes, along with a lack of supervision and access to training.

“A well-supported worker, with decent working conditions and job security is going to be in a much better place to provide high quality of care for people with disability,” United Workers Union national director Demi Pnevmatikos said.

The report was commissioned by the Health Services Union, United Workers Union and Australian Services Union.

The unions have each provided a submission to the Joint Standing Committee on the National Disability Insurance Scheme outlining ways to improve conditions for the workforce.
